Recently, Zhongshan Municipal Bureau of Natural Resources approved and announced "Zhongshan City Blue Line Planning (2020)" (the "Blue Line Planning"). The Blue Line can not only help protect water systems like rivers, reservoirs, lakes, wetlands, and reserve lands for river regulation, sewage interception projects, greening, ecological landscape construction, but also restrain and regulate various construction activities and behaviors within the Blue Line through the management of the blue line to effectively prevent the degradation of urban water system functions.
"Blue Line Planning" aims at five categories: outer rivers, inner rivers, reservoirs, large drainage channels and wetlands (including lakes).
According to the "Blue Line Planning", five activities are prohibited within the urban blue line, including "construction activities that violate the protection and control requirements of the urban blue Line, unauthorized landfill, occupation of waters within the urban blue line, any blasting, quarrying, and earth borrowing that affect water systems, unauthorized construction of sewage facilities and other activities that undermine the urban water system."
