Innovation is the key to urban development, and innovative development depends on talented people. In this regard, Liu Zhongyou, deputy to the Zhongshan Municipal People's Congress and director of the Party Construction Research Department of the Zhongshan Municipal Party School, put forward a document of suggestions to better play ZOS-Park's role and boost Zhongshan's high-quality development.

ZOS-Park, located in Torch Development Zone, currently has an incubation space of 390,000 square meters, with nearly 60 enterprises under incubation and 94 overseas talent with a master's degree or above.

In order to strengthen ZOS-Park's talent agglomeration effect, Liu suggested a revamp of ZOS-Park's management system and operation to realize organized management, market-oriented and enterprise-oriented operation, and promote a new model of sustainable development. At the municipal level, the Zhongshan Bureau of Finance should set up special funds to support the innovative development of ZOS-Park. The focus should be on the full life-circle of talent development to formulate special policies.
