The Regulations on Business Environment Optimization of Zhongshan were recently released and will take effect from January 1, 2024.
The regulations, formulated to improve Zhongshan's business environment around public services, market circumstances and legal environment, clarify the responsibilities of the municipal government and relevant departments.
In terms of public services, the regulations stipulate the provision of integrated services covering data query, service appointment, business handling, complaint and advice, and appraisal and feedback for market entities and the public. Additionally, services in terms of technological innovation, quality management, management consulting, entrepreneurship guidance, market development and talent training will be offered to micro, small and medium-sized enterprises (MSMEs).
Regarding market circumstances, the regulations specify that the government should provide support to financial institutions to develop and promote financial products benefiting MSMEs and provide comprehensive financial services. Financial institutions are encouraged to establish green service channels for MSMEs, simplify loan procedures, increase credit support for MSMEs, and reasonably increase medium and long-term credit support to reduce their financing costs.
In terms of legal environment, the regulations mention to further optimize the supervision model. Specifically, classified supervision measures will be adopted according to different sectors, risk levels and market entities' credit status.
