On May 13, the Guangdong Provincial Development and Reform Commission released the management list of characteristic small towns across the province. Seven small towns in Zhongshan were selected: the Torch Smart Health Town, South China Medical Health Town, Xiaolan Jucheng Smart Valley, International Baseball Small Town, Guzhen Lighting Small Town, Banfu Intelligent Manufacturing Town and Dachong Redwood Cultural Tourism Small Town.

The Torch Smart Health Town is located in Torch Development Zone, with a total land area of 3.64 square kilometers. In accordance with internationally recognized GLP, GCP, GMP and GSP standards, it is built with a focus on industrial innovation, intelligent manufacturing, services and culture. It aims to become an international biomedical research and development cluster, also a bio-industrial base that promotes Zhongshan to develop into a national biomedical science and technology innovation area.
