On 22nd June, 10 deputies of the Guangdong Provincial People’s Congress in Zhongshan held a special investigation on the implementation of Reform and Development Plan of the Pearl River Delta Region in Zhongshan. Municipal Party Secretary Chen Genkai attended and made a speech, emphasizing to further promote the urban planning administration and ecological construction level in Zhongshan.

Implementing the work of “One hub, two bases, three trials” orderly

Based on the tasks stated in the plan and combined with local development advantages, Zhongshan put forward a strategic orientation of “one hub, two bases and three trials” in 2009. As an important communication hub of three major economic circles in the Pearl River Delta, Zhongshan has been establishing the hub to connect the economic circles across the east and west bank of the Pearl River by adjusting the highway plans, accelerating the networks of high-speed rails among cities and further optimizing transportation networks in the cities. The two bases include the base of advanced manufacturing industrial belt in costal areas and the base of important service industry on west bank of the Pearl River. The three trials of national coordinating and comprehensive reform for integrated urban and rural development, reform of innovative review and approval patterns and Guangdong industrial cluster upgrading and innovation have been carried out systematically.

Anticipating support in four aspects

Xie Zhongfan reported relevant work on behalf of the municipal government and put forward four working plans in the process of implementation of the plan to anticipate attention and support from representatives, including speeding up the transport docking among Zhuhai, Zhongshan and Jiangmen, accelerating the planning and construction of Shenzhen-Zhongshan Channel, intensifying efforts in distributing and scheduling of water resources in Xi’jiang river, and resolving edaphic indicators for key projects development in Zhongshan.

Enhancing planning management and ecological construction

Chen Genkai analyzed several aspects of priorities in the next phrase of implementing the plan in depth. As for planning management, he thought there would be ample room for improvement; in terms of ecological construction, work should be done well in treatment of water and automotive emission, restrictions of the improvement for building houses in the mountains and securing the safe and smooth land transportations and so on.
