"We started the construction on July 13 this year after going through pre-acceptance procedures half a month in advance. The entire structure is expected to be completed in the first half of next year if everything goes smoothly", said Xiong Dazhang, president of Darkoo Optics (Zhongshan) Co Ltd, recently when talking about the "rapid groundbreaking" policy, adding that this policy makes enterprises more confident in their development in Zhongshan.
"It has gradually become a new normal that the procedures from land transaction to starting construction can be completed within one day, instead of at least three or four months like in the past", said Long Guiguang, Development and Utilization Section chief of the Zhongshan Bureau of Natural Resources.
Zhongshan started the "rapid groundbreaking" policy reform in 2019 with the goal of opening up a fast channel for the approval of industrial projects and turning Zhongshan into one of the cities with the most efficient procedures and the fastest implementation of projects in China.
So far, 48 projects in Zhongshan have adopted utilized "rapid groundbreaking", and normalized "rapid groundbreaking" mechanism for industrial projects has been promoted as a follow-able example throughout Guangdong at the 2022 Guangdong Natural Resources Management Working Conference.
