A set of measures to promote the high-quality development of industrial micro, small and medium-sized enterprises (MSMEs) was recently rolled out. The measures encourage small and medium-sized enterprises (SMEs) to pursue specialized and sophisticated development, boost industrial structure upgrading, and build a modern industrial system.

From 2023 to 2025, Zhongshan aims to foster another 1,500 industrial enterprises above designated size, 1,500 innovative SMEs, 600 specialized and sophisticated SMEs that produce novel and unique products, as well as 50 "little giant" enterprises, according to the measures.

The measures include preferential and incentives policies for the growth of upscaled enterprises. The municipal government will set up special financing funds for MSMEs to increase the scale.

Each enterprise that increase the scale during the 2021-2023 period and achieves a revenue growth of 10% or above in the following year will be eligible for a one-time reward of 100,000 yuan from 2023 to 2025, also according to the measures.
