Zhongshan re-optimized its cluster development this year and formed the mode of one center and four clusters. The municipal Urban and Rural Planning Bureau has opened bidding for Cluster Developing Plan (Spatial in Zhongshan from a strategic and pragmatic perspective. The plan will be finished by the end of Oct. 2017. The new mode will unit the strengths of the city to compete in domestic and global market. Clusters will be the important carriers for the overall planning and implementing, and also a good way to remedy the defects in the current management.

Like Shenzhen and Dongguan, Zhongshan once encouraged independent development of the towns in the earlier years, which caused random and disordered expansion of urban spaces. Zhongshan should learn from the experiences and lessons from Shenzhen and Dongguan, and formulate a more practical clustering plan with its own features as soon as possible.
