On April 17, Zhongshan officially issued "Specific Measures on Strengthening Talented Individuals Policy Support and Service Guarantees", mainly to solve the problem of insufficient service guarantees in existing policies.

The measures include 7 parts and 24 articles, putting forward safeguarding measures on the aspects of housing, household registration, children's schooling, spouse employment, medical care, and so on. The new policy also proposed innovative measures to increase the publicity of incentives for talented people and strengthen the cultivation of young talent.

In terms of medical security for talent, the measures proposed to set up a medical consulting service center, which will provide consulting services for talented people of different levels and categories by means of government purchase of services and a rotation of medical teams.

The measures also proposed to relax the conditions for basic talented people to settle their households in Zhongshan. For full-time university graduates who graduated no more than 5 years ago, and have settled in Zhongshan and worked in Zhongshan for more than 1 year, the government will give a one-time subsidy of 10,000 yuan per person.

At the same time, Zhongshan will learn from the experience of developed countries such as Singapore, and propose to set up a "Zhongshan People's Government Scholarship" to provide financial assistance to outstanding Zhongshan students at critical moments of schooling and employment. Young talent who return to Zhongshan to start businesses will enjoy a series of preferential policies. With these new incentives, Zhongshan can attract talented individuals back to Zhongshan after graduation and to serve their hometown.
