The Outlines of the 14th Five-Year Plan for the National Economic and Social Development and 2035 Long-term Goals of Zhongshan were recently issued. This 70,000-word programmatic document is the blueprint for Zhongshan's development over the next 5 years.
The Outlines set a measurement system for regulating economic and social development with 20 quantitative indicators in 5 aspects including economic development, innovation, people's livelihood, green ecology and security.
With a focus on major barriers in Zhongshan's economic and social development, the Outlines elaborate on 11 key tasks. A total of 221 major projects have been planned, with a total investment of 655.41 billion yuan. During the 14th Five-Year period, Zhongshan has a planned investment of 534.03 billion yuan. The number of projects, total investment and the 5-year investment have increased by 32.7%, 39% and 124.4% respectively compared with those in the 13th Five-Year period.
In regards to promoting people's livelihood, the Outlines put forward a series of tasks and measurements with an emphasis on education, healthcare, culture and other topics of concern to the public. Regarding education, it is proposed that by 2025, over 80% of children will be enrolled in universally beneficial kindergartens. Zhongshan will also increase another 144,000 enrollment places in primary and secondary schools, build, rebuild and expand 13 senior high schools and 10 secondary vocational schools, and build Zhongshan University of Science and Technology and Macao University of Science and Technology (Zhongshan).
