Adjacent to Zhuhai City?Sanxiang Town is a central town located in the south of Zhongshan City, featuring export-oriented economy. The whole town covers 93 square kilometers, consisting of 12 village committees and 2 residential committees with 36,000 registered residents and 220,000 migrants. Above 60,000 people living abroad can trace their ancestral origin in Sanxiang.

Sanxiang Town has 594 foreign-funded enterprises and 306 private enterprises. Since the reform and opening up, the town has attracted 1.8 billion US dollars of foreign investment in the industrial sector and 600 million US dollars in the tertiary sector. Its actual utilization of foreign investment and export volume are among the top towns in Zhongshan. In 2007, the GDP of the town reached 5.1 billion yuan; gross industrial output reached 12.6 billion yuan; tax revenue reached 1.178 billion yuan; actual utilization of foreign investment reached 43.8492 million US dollars; export volume reached 1.005 billion US dollars; fixed assets investment 2.212 billion yuan; bank deposit balance reached 6.867 billion yuan; annual electricity consumption 1.02 billion kwh; the per capita income of residents reached 12,324 yuan. Sanxiang has won many titles and honors in recent years such as National Clean Town, National Beautiful Town, National Excellent Town in Civil Administration, Advanced Town in Export Trade, Guangdong Clean Town, Guangdong Provincial Model Ecological Town, Guangdong Advanced Town in Social Stability and Security, Guangdong Advanced Town in Law Promotion, Guangdong Advanced Town in Education, Guangdong Advanced Town in Honoring Teachers and Education, Guangdong Provincial Advanced Town of Mass Sports, Zhongshan Advanced Town of Industry, Zhongshan Municipal Award for Extraordinary Achievement in Foreign Investment Attraction, Zhongshan Municipal Award for Extraordinary Achievement in Export Expansion, etc.

II. Economic Development

Industry

In recent years Sanxiang Town had been enhancing facilities and living environment, so as to attract more and better investment projects. In 2007, its industrial output reached 12.6 billion yuan, among which 11.5 billion yuan were created by large industrial companies, up by 19.03 percent; the total output of private business reached 1.08 billion yuan, a new driving force in industrial growth; the manufacturing industry finished with 1.719 billion yuan in 2007, an increase of 37.71%.

Agriculture

Sanxiang Town has over 10000 mu(667 hectares) agriculture land at present, including 5000 mu(333 hectares) rice land, 2936 mu (196 hectares) fish ponds, 3327 mu (222 hectares) vegetable land and 3500 mu (233 hectares) fruit land. The local government supports the agricultural sector by providing an agricultural subsidy of some million yuan every year and another some million yuan to encourage rural collective economy. At present Sanxiang Town has shifted from single rice production to regional and specialized profitable crops. Gradually it has built crop product zones, like litchi and longan zone, aquatic product zone, non-polluted vegetable zone and livestock zone.

The Tertiary Industry

Sanxiang constantly increases support and guidance to the modern service industry and a better hardware base begins to come into being. There is in the town the largest antique and old furniture market and Agile Company that enjoys a good name in Guangdong, Hong Kong and Macao. In Sanxiang, tourism, commercial services, foods and drinks, special market, wholesales and retails enjoy a prosperous development. Sangxiang Town started its tourism program and strived to build a town with tourism characteristics in 2007. As a result, it won the title of Town with Tourism Characteristics in Guangdong. And the proportion of agriculture, industry and the tertiary industry reached 1:57:42. Obviously, the tertiary industry became an important economic growing point.

III. Investment Environment

Sanxiang is surrounded by mountains and looks like a “cornucopia”. 1. Town Construction

New Central Area

The new central area is positioned as the town center of administration, culture, commerce and finance. The whole area covers about 114.83 hectares, where major government buildings, a cultural plaza, big shopping malls and residential quarters are located.

Industrial Parks

Besides the Sanxiang No.1 Industrial Park, four big industrial zones are under planning and construction, i.e., Pingpu, Gudu, Donggui and Baishi industrial park. Pingpu Industrial Park is a key industrial zone operated by Sanxiang Industrial Company, providing supporting facilities for industrial sector, including the industrial section, residential section, villa section and gardens. Besides, the zone has built 11 arterial roads.

Environmental Protection

Sangxiang Town cherishes the beautiful ecological environment and seriously implements the environmental policies. It is acting according to the “Contaminant-reducing and controlling plan during the 11th Five-Year Plan Period.” The town government is dedicated to the green, beautiful and clean environment and tries to guarantee a favorable eco-environment. By planting more trees, its per capita green space has reached 12 square meters and the town has won such honors as National Beautiful Town, Guangdong Eco-model Town, National Clean Town, etc.

2. Infrastructure

Transportation

Sanxiang Town enjoys a convenient transportation network, State Highway 105, Beijing-Zhuhai Expressway and Western Coastal Expressway go through/by the town. At present its highway density is 68 kilometers per 100 square kilometers. There are three coach terminals in the town and linking Hong Kong, Shenzhen and 14 other provinces or cities. It is close to Hong Kong-Zhuhai-Macao Bridge and Guangzhou-Zhuhai Light Rail. Airports of Guangzhou, Shenzhen, Hong Kong, Macao and Zhuhai are all within 90 kilometers from the town. It is close to many ports like Nansha Port, Zhongshan Port, Shenwan Port, etc. As for transportation by railway, the town can reach every corner of China through Guangzhou Railway Station and the future railroads in Zhongshan.

Water and Power Supply

Sanxiang Town has at present a water supply plant with a capacity 140,000 tons per day. Besides, it has four major reservoirs -- Longtan, Makeng, Guhe and Tianxin, which may backup the water supply. Another new water supply plant supplying 100,000 tons of water per day has been put into use. The town has six 110,000-volt transformer substations, one 220,000-volt transformer station and 160 km of 10kv wires that reach all villages. The town can meet the power need both at present and quite a long time in the future.

Communication service

Sanxiang Town has telephone infrastructure that can serve 60,000 phones. The household telephone rate is among the top of all towns in Zhongshan. The communication cables are improving in industrial zones and residential areas.

Sanxiang Town is a distributing center in the south of Zhongshan. It has many commercial networks and it is quite convenient for shopping. At present the shopping network consists of Boli Plaza, One Plus One Supermarket, New Carens Supermarket, Xinhe Supermarket, Chaohui Department Store, Prosperous Clothing City, Gettel Department Store as well as 13 agricultural product markets.

Culture and Education

Sanxiang has a profound educational power in Guangdong Province. At present there are 2 senior high schools, 3 junior high schools, 11 primary schools and two private schools. Among them, Sanxin Bilingual School, Guanghou Center School, Boai Middle School and Guishan Middle School, are all provincial first-class schools. Sanxiang Polytechnic Institute is a provincial key school. Guishan Middle School has won the title of National Demonstrating Middle School. Sanxiang has its own broadcasting and TV station, the cultural station, the cultural activity center, the women and children activity center, theaters and cinemas and libraries. Sanxiang Cultural Square is honored as Top 10 cultural squares in Guangdong Province. The 46,000 square-meter multi-functional Cultural Activity Center Building, an investment of 100 million yuan, will be finished soon.

Sports Facilities

Sanxiang Town puts in heavily the sports facilities. The cultural and sports facilities are improving and the town organizes a variety of cultural activities. At present there is 1 gymnasium, 1 stadium, 10 football courts, 161 basketball courts (including 57 ones with lights), 9 swimming pools, 23 tennis courts, 39 Ping-Pong rooms and 19 Badminton courts as well as the earliest-built golf course of China, the grass skiing court, mountain bike trails and the road cycling course.

Medical Service

Sanxiang town is a national clean town. Among the 12 administrative villages, Yongmo Village is a national clean village and the other 11 villages are provincial clean village. At present there are hospitals in the town, branch hospitals and clinics in villages, which forms a three-level medical network.
