According to the Zhongshan Bureau of Natural Resources (ZSBNR), the Management Measures of the Zhongshan State-Owned Construction Land Supply (hereinafter referred to as The Measures) have been implemented.

The Measures clarify that bidders listed among the "Comprehensive Credit Application Reward and Punishment System" blacklist cannot participate in land bidding until their dishonest record is eliminated, together with legal persons, individuals and organizations that are in equity, holding or investment relationship with the bidder.

ZSBNR also built up a land market credit evaluation mechanism, which included six dishonest cases into the blacklist, such as "dishonest subjects in land exploitation and utilization" and "subjects guilty of illegal land exploitation".

The Measures also put forward multiple construction land return solutions in case land assignees are unable to exploit or efficiently utilize the land assigned. It provides that the government shall reclaim the assigned construction land and rearrange investment introduction, thereby further improving construction land use efficiency and avoiding land waste.
