The "Zhongshan Parking Lot Regulations" which are local regulations formulated by the Standing Committee of the Zhongshan Municipal People's Congress will come into force next year.

In consideration of Zhongshan's geological position as a hub city on the west bank of the Guangdong-Hong Kong-Macao Greater Bay Area, the Regulations firstly propose to establish a unified comprehensive parking information service platform in Zhongshan and promote the management of parking information intelligently. The traffic management department of the Zhongshan Public Security Bureau should, in conjunction with relevant departments, help to establish this platform. Multiple departments can upload, integrate and share parking-related information, and publicize parking guidance information.

For some residential areas with open management modes in the central urban area, there is a serious shortage of parking space, and public land attributions are quite special. The Regulations also stipulate the objects, conditions, subjects and procedures of parking space renovation, thus providing  legal  solutions to the problem of insufficient parking space in the old residential communities.

The Regulations also make corresponding provisions on the designation, usage and management of temporary roadside parking space. At the same time, the Regulations clearly stipulate the principle of giving priority to proprietors, set negotiation rules for parking service charges in residential communities, and standardize the management of parking service charges in residential communities. Besides, the Regulations also encourage the orderly and lawful-development of mechanical spatial car parking equipment.
