The exposure draft of the "Implementation Measures for the Development of Headquarter Enterprises of Zhongshan" is solicitating opinions from the public.
Headquarters can be classified as either corporate headquarters or functional headquarters. The "Implementation Measures" will provide policy supports for these enterprises in such areas as investment promotion, further development, capital expenditure expansion, talent training and service improvement.
In terms of further development support, rewards will be set up for headquarter enterprises for their first-time identification, business contributions, scale and energy upgrading, and leadership cultivation.
Enterprises which have been recognized as headquarters for the first time can receive a one-time reward of 50% of the direct economic contribution they made in Zhongshan in the previous year, and the maximum amount for each enterprise shall not exceed 100 million yuan.
The reward for leadership training will be 2 million yuan for China Top 500 Private Enterprises, 5 million yuan for China Top 500 Enterprises, and 10 million yuan for Fortune Global 500 enterprises identified for the first time.
In addition, to further strengthen investment promotion, rewards will be set up for attracting new projects, settling new businesses, and industry expansion.
