Zhongshan has recently rolled out a set of measures for promoting the development of leading manufacturers, aiming to foster a number of large and innovative leading manufacturers, and striving to foster one leading manufacturer with revenues of over 100 billion yuan, two with revenues of over 50 billion yuan, 10 with revenues of over 10 billion yuan and 30 with revenues of over 5 billion yuan each by 2025.

According to the measures, from the year of accreditation, leading manufacturers whose revenues exceed 3 billion yuan, 6 billion yuan, 10 billion yuan, 15 billion yuan, 20 billion yuan, 30 billion yuan, 40 billion yuan and 50 billion yuan will be granted 3 million yuan, 6 million yuan, 10 million yuan, 15 million yuan, 20 million yuan, 30 million yuan, 40 million yuan and 50 million yuan in reward respectively.

The criteria for the leading manufacturer accreditation are revised. According to the new criteria, any enterprise that is established lawfully under Zhongshan's administrative jurisdiction, has proprietary technology, own brands, self-controlled market network and a strong capacity for capital operation, and has met one of the two requirements as follows may be accredited as a leading manufacturer:

First, an enterprise whose operating income of the previous year exceeds 5 billion yuan and financial contribution exceeds 100 million yuan (If its headquarters, regional headquarters or functional headquarters is located in Zhongshan, the operating income may include the operation revenue of its subsidiary in Zhongshan). 

Second, an enterprise whose operating income of the previous year exceeds2 billion yuan, with a 2% financial contribution rate (over 50 million yuan in number).
