According to the Municipal Civil Affairs Bureau, social organizations have increased greatly and 1861 social organizations have registered as legal persons by August with an increase of five times in the past ten years. In addition, the total revenue and assets of those social organizations have reached 0.7 billion and 1.4 billion yuan respectively by the end of 2013.

Zhongshan has always laid emphasis on cultivating a supporting system for social organizations and establishing a financial support mechanism to make sure their sustainable development. In 2013, Zhongshan firstly set up a special support fund and granted 3 million yuan on 42 public welfare projects of social organizations. In 2014, another 3 million yuan of the special fund will be arranged to support projects mainly on enhancing and innovating social governance.
